uh…because its a CARTOON. Why can Superman BARELY lift a plane or stop a train in the Superman animated series? Why does Kryptonite exist EVERYWHERE in the tv show smallville? Because its not a canon.
In canon comic books, as Delta said, Hulk has two definite wins against Thor. (both in the same issue. And thor has a definite win in the same issue too). Thor has KO’ed the Hulk with a single lightning bolt. Most of their fights are stalemates though. (although there was one time that Hulk AND NAMOR couldn’t restrain Thor TOGETHER.
